Security Camera Policy
Purpose
The purpose of security cameras is to enhance the safety and security of Library patrons, staff, and property. Spies Public Library strives to take reasonable precautions to assure a safe and secure environment for its patrons and staff. Because library staff is unable to provide direct supervision over all areas within the library and library grounds, security cameras have been placed at selected locations in order to observe and record images of activities of persons in the library and on library property. Security cameras are also provided to assist the Library with enforcement of the Library’s Patron Behavior Policy.
Signs
Signs will be posted at the Library entrances, informing the public that security cameras are in use.
Security Camera Locations
Security cameras may be installed in locations where individuals lack a reasonable expectation of privacy. Examples include common areas of the Library such as entrances, near book and media collections, public seating areas, public computers, and areas prone to theft or misconduct. Cameras will not be installed in areas of the Library where individuals have a reasonable expectation of privacy, such as restrooms or private offices.
Security Camera Monitoring
The Library has no obligation to monitor the cameras in real time. As the cameras are not constantly monitored, Library staff and the public should continue to take appropriate precautions for their safety and for the safety of their personal property. The Library is not responsible for the loss of property or personal injury.
Surveillance Footage
Security camera recordings are considered a library record under the Michigan Library Privacy Act – Public Act 455 of 1982 (the “Privacy Act”). Recordings shall not be released contrary to the Privacy Act. Recordings will typically be stored for a period of 30 calendar days. As new recordings are recorded, the oldest recordings will be automatically deleted. Authorization to view stored recordings may be granted only by the Library Director and/or their designee(s). If such authorization is granted, notice shall be given to the Library Board. Among other purposes, stored recordings may be used to provide tangible evidence as a means of identification, and may be turned over to law enforcement agencies by the Director, or their designee, consistent with the provisions of the Privacy Act. The Director, or their designee, shall give notice to the Library Board of any such uses of Digital Video Records. Requests from the public for access to camera images will be considered in light of the provisions of the Privacy Act. Questions from the public may be directed to the Director and/or their designee.
Policy Review
This policy shall be reviewed at least once every three years, or sooner if necessary, to ensure that it remains consistent with the library’s mission, addresses community needs, and aligns with current operational standards.
Policy Approval
This Circulation Use Policy has been reviewed and approved by the Library Director and the Board of Trustees of Spies Public Library. Approval ensures that the policy aligns with the library’s mission, operational standards, and community needs.
Effective Date: This policy is effective as of September 29, 2025
